TITLE: Vietnam's Government Establishes Notarisation Database Management Framework BODY: On February 10, 2026, the Government of Vietnam issued Resolution 66.14/2026/NQ-CP to address implementation challenges in the construction and management of a national notarisation database. The resolution establishes a unified notarisation database to be built and managed by the Ministry of Justice, centralising information from national to local levels. The database will contain information on notaries, notarisation organisations, notarised transactions, risk prevention and warning measures, notarial documents, and related file materials. The Ministry of Justice is responsible for issuing management regulations for data collection, exploitation, use, and sharing of the database. Key provisions include requirements that the database be updated comprehensively, accurately, and timely while ensuring cybersecurity and data protection in accordance with Vietnamese law on electronic transactions, data protection, personal privacy, and cybersecurity. The notarisation database must connect with the electronic notarisation platform to provide real-time information updates. Data sharing between the notarisation database and other national and sectoral databases must comply with mandatory data-sharing regulations among government agencies while ensuring effectiveness, safety, and alignment with respective functions and authorities.
