Cơ sở dữ liệu công chứng do Bộ Tư pháp xây dựng và quản lý đồng bộ, thống nhất từ trung ương đến địa phương. 3. Cơ sở dữ liệu công chứng phải được cập nhật đầy đủ, chính xác, kịp thời và bảo đảm an ninh, an toàn theo quy định của pháp luật. Việc thu thập, khai thác, sử dụng và cung cấp thông tin Cơ sở dữ liệu công chứng phải tuân thủ các quy định của pháp luật về giao dịch điện tử, dữ liệu, bí mật cá nhân, an ninh mạng. 4. Kinh phí xây dựng, quản lý, vận hành, bảo trì, nâng cấp Cơ sở dữ liệu công chứng được sử dụng từ nguồn ngân sách nhà nước và các nguồn khác theo quy định của pháp luật. Điều 3. Tổ chức thực hiện 1. Bộ Tư pháp ban hành Quy chế quản lý, cập nhật, khai thác, sử dụng, chia sẻ Cơ sở dữ liệu công chứng; đề xuất sửa đổi, bổ sung Luật Công chứng số 46/2024/QH15 để bảo đảm thống nhất, đồng bộ. 2. Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương có trách nhiệm chỉ đạo việc cập nhật, kiểm tra, bảo đảm tính chính xác, đầy đủ, kịp thời của dữ liệu công chứng tại địa phương. 3. Tổ chức hành nghề công chứng có nghĩa vụ cung cấp thông tin để đưa vào Cơ sở dữ liệu công chứng; trường hợp nhận bàn giao hồ sơ của Văn phòng công chứng tạm ngừng hoạt động, tổ chức hành nghề công chứng giải thể hoặc chấm dứt hoạt động thì có trách nhiệm cập nhật thông tin liên quan đến hồ sơ bàn giao vào Cơ sở dữ liệu công chứng từ thời điểm nhận bàn giao. Điều 4. Điều khoản chuyển tiếp Cơ sở dữ liệu công chứng của các địa phương được xây dựng trước ngày Nghị quyết này có hiệu lực thi hành được tiếp tục quản lý, khai thác, sử dụng theo quy định của Luật Công chứng số 46/2024/QH15 và các văn bản hướng dẫn thi hành cho đến ngày Cơ sở dữ liệu công chứng quy định tại Điều 1 và Điều 2 của Nghị quyết này được xây dựng, đưa vào vận hành, sử dụng chính thức và các dữ liệu cần thiết trong Cơ sở dữ liệu công chứng của các địa phương đã được đồng bộ đầy đủ, chính xác vào Cơ sở dữ liệu công chứng này theo quy định của pháp luật. Điều 5. Hiệu lực thi hành 1. Nghị quyết này có hiệu lực thi hành kể từ ngày 10 tháng 02 năm 2026 đến hết ngày 28 tháng 02 năm 2027. 2. Bãi bỏ điểm k khoản 1 Điều 62, Điều 57, điểm l khoản 1 Điều 63 Nghị định số 104/2025/NĐ-CP quy định chi tiết một số điều và biện pháp thi hành Luật Công chứng. 3. Trong thời gian các quy định của Nghị quyết này có hiệu lực, nếu quy định về xây dựng Cơ sở dữ liệu công chứng trong Nghị quyết này khác với các văn bản quy phạm pháp luật có liên quan thì thực hiện theo quy định tại Nghị quyết này. 4. Trường hợp luật, nghị quyết của Quốc hội, pháp lệnh, nghị quyết của Ủy ban Thường vụ Quốc hội, nghị quyết, nghị định của Chính phủ được sửa đổi, bổ sung hoặc ban hành mới có hiệu lực thi hành sau ngày Nghị quyết này được thông qua và trước ngày 01 tháng 3 năm 2027 thì các quy định tương ứng được ban hành trong Nghị quyết này chấm dứt hiệu lực. 5.
