US Department of the Treasury Sanctions Financial Network of Tren de Aragua Foreign Terrorist Organization

On September 30, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated 10 targets involved in a Tren de Aragua (TdA) fraud scheme that has become a key revenue source for the foreign terrorist organization (FTO). TdA is responsible for violent and exploitative criminal activity across the Western Hemisphere, including drug trafficking, human trafficking, extortion, and murder-for-hire. The operation is orchestrated by Anibal Alexander Canelon Aguirre, known as "Prometheus," who appears on the Federal Bureau of Investigation's (FBI) ten most-wanted fugitives list. OFAC also designated Juan Gabriel Rivas Nunez, known as "Juancho," a high-ranking TdA leader directing operations across multiple South American countries, and a TdA leader involved in illicit gold mining operations. The designated network operates a "jackpotting" scheme targeting U.S.-based automated teller machines (ATMs). Criminals deploy malware to force ATMs to dispense cash without debiting accounts. The stolen funds are then laundered and transferred to TdA members in various countries. As of August 2025, reported losses from alleged ATM jackpotting attacks in the United States total $40.73 million across more than 1,500 attacks. Since October 21, 2025, the U.S. Department of Justice (DOJ) has indicted 98 individuals for their roles in ATM jackpotting schemes. The designated individuals and entities include associates of Prometheus and two Mexico-based businesses: Enigma Community, S. de R.L. de C.V. and Soluciones Integrales Toluca, S.A. de C.V. OFAC designated the targets pursuant to Executive Order 13581, as amended, and Executive Order 13224, as amended. All property and interests in property of the designated persons in the United States or in the possession or control of U.S. persons are blocked. U.S. persons are prohibited from engaging in transactions involving designated persons unless authorized by OFAC. Violations of U.S. sanctions may result in civil or criminal penalties. This action forms part of a sustained whole-of-government campaign resulting in more than 30 actions against more than 300 individuals and entities tied to transnational criminal organizations since 2025.

US Office of Foreign Assets Control Sanctions Financial Network of Tren de Aragua

On September 30, 2026, the US Office of Foreign Assets Control (OFAC) sanctioned 10 targets involved in a fraud scheme that has become a key revenue source for Tren de Aragua (TdA), a designated foreign terrorist organization (FTO) originating in Venezuela. According to OFAC , TdA is responsible for violent and exploitative criminal activity across the Americas region, including drug trafficking, human trafficking, extortion and murder-for-hire plots. TdA was also found to have been operating a "jackpotting" scheme targeting US-based automated teller machines (ATMs), where it deployed malware to force ATMs to dispense cash without debiting accounts. Specifically, OFAC's action, taken pursuant to Executive Order 13224 , sanctions eight individuals and two entities for their involvement in TdA's "jackpotting" scheme. As a result of the new designations, all US-based property and interests of these targets are blocked, and US individuals and entities are generally prohibited from engaging in transactions with them, unless expressly authorized by OFAC.
