1847 charsU.S. Department of the Treasury Removes Hay'at Tahrir al-Sham from Sanctions Lists
On August 24, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) removed Hay'at Tahrir al-Sham (HTS), also known as al-Nusrah Front, from the Specially Designated Nationals and Blocked Persons List (SDN List). This action followed the U.S. Department of State's concurrent rescission of Syria's designation as a State Sponsor of Terrorism and revocation of HTS's designation as a Specially Designated Global Terrorist (SDGT) organization. The removal builds on the Department of State's earlier revocation of HTS's Foreign Terrorist Organization designation on July 8, 2025.
As a result of the removal, HTS is no longer blocked pursuant to the Global Terrorism Sanctions Regulations (31 Code of Federal Regulations part 594) or Executive Order 13224, as amended. U.S. persons no longer require authorization from OFAC to engage in transactions or activities with HTS, provided such activities do not involve blocked persons or otherwise prohibited activities. Treasury Secretary Scott Bessent said the action will "help foster additional investment in Syria to promote political and economic stability."
Concurrently with HTS's removal, OFAC designated two former HTS affiliates: Sa'd Bin Sa'd Muhammad Shariyan al-Ka'bi for providing financial and logistical support to al-Qa'ida, and Jamal Husayn Zayniyah for leading Hurras al-Din. These designations were made pursuant to Executive Order 13224 to counter terrorist financing threats and safeguard Syria's stability. All property and interests in property of newly designated persons in the United States or under U.S. persons' control must be blocked and reported to OFAC. Violations of U.S. sanctions may result in civil or criminal penalties. For detailed information on designated persons and blocked property, refer to OFAC's official designation notice.
