On August 14, 2026, the National Bank of Ukraine (NBU) applied enforcement measures in the form of written warnings to two payment service providers: LLC "PC HERTZ" (registration number 39763909) and LLC "EUROPEAN PAYMENT SYSTEM" (registration number 39269220). The NBU's Supervisory and Regulatory Committee for Banks and Payment Infrastructure Oversight adopted these decisions on August 13, 2026. The enforcement measures address violations of payment market legislation, specifically breaches of regulatory capital requirements and failures to establish and maintain adequate internal control systems and risk management procedures. The NBU identified violations during remote supervision activities concerning non-compliance with prudential standards and deficiencies in risk control and management. The violations relate to the Law of Ukraine "On Payment Services"; the NBU Board Resolution No. 123 from October 10, 2024, establishing management system requirements for financial payment service providers; the NBU Board Resolution No. 217 from October 7, 2022, governing authorisation procedures for financial and limited payment service providers; and the NBU Board Resolution No. 64 from June 13, 2025, addressing regulatory capital requirements for non-bank payment service providers. Both payment service providers must take corrective measures within 30 calendar days from receiving the Committee's decisions to remedy the identified violations and prevent future non-compliance with payment market legislation.
