Croatia Publishes Rules on the Methodology for Creating Analysis and Risk Assessment of Critical Infrastructure

On August 12, 2026, Croatia published the Rules on the Methodology for Creating Analysis and Risk Assessment of Critical Infrastructure in the official gazette, standardising the approach to critical infrastructure risk management. The regulation establishes the methodological framework for conducting risk analysis and assessment of critical infrastructure. The regulation applies to entities responsible for identifying, evaluating, and managing risks associated with critical infrastructure systems. The regulation includes the following provisions: The identification of critical entities to be carried out on the basis of a procedure for identifying the criticality of their infrastructure, which is carried out for each system, sector, network and facility, or their individual parts, which serve to provide key services within the scope of the competent authority. In the process of determining critical entities, competent authorities are obliged to apply cross-sectoral criteria adopted by the Coordinating Body and apply sectoral criteria in accordance with the specificities of the sector. Competent authorities are required to compile a list of entities providing key services and their infrastructure, containing the name, basic data on the entity and infrastructure, location and type of activity. The criticality of infrastructure is to be expressed by the level of risk, which depends on the exposure to threats, the level of negative effects and the degree of resilience of the critical entity. The regulation will enter into force on August 20, 2026.
