Russia's Central Bank of Russian Federation Opens Public Consultation on Multiple Regulatory Instruments

The Central Bank of Russian Federation (CBR) has opened public consultations on multiple regulatory instruments across financial markets, anti-money laundering, and digital asset operations. The CBR published draft directives and regulations on its website covering a range of financial sector activities, with comment periods extending through August 2026. The regulatory proposals address several key areas. The CBR is consulting on amendments to existing regulations governing foreign currency operations, including procedures for residents and non-residents to submit documentation to authorized banks and unified accounting and reporting forms for currency transactions. Additional proposals cover accounting procedures for digital currency operations by credit institutions and non-credit financial organizations, including credit history bureaus and credit rating agencies. The CBR is also consulting on requirements for broker activities involving digital currencies and digital rights, minimum capital requirements for digital depositaries and information system operators issuing digital financial assets, and standards for life insurance products with declared returns. Further proposals address anti-money laundering and counter-terrorism financing requirements, including client identification procedures and information-sharing protocols among qualified credit history bureaus. Additional consultations concern amendments to existing regulations on payment agent supervision, financial stability requirements for insurers, personnel training standards in non-credit financial organizations, and credit history formation procedures. The CBR is also seeking input on requirements for digital depositaries' activities, account operations, and asset composition standards. Stakeholders can submit comments by the specified deadline dates in August 2026 to designated CBR email addresses provided for each proposal. The CBR has published explanatory notes accompanying each draft regulation to facilitate informed feedback during the public consultation process.
