The consultation period runs through August 2026, with individual comment deadlines ranging from August 10 to August 22, 2026.
The CBR is consulting on draft instructions and regulations covering several key areas. These include procedures for residents and non-residents to submit foreign exchange documentation to authorised banks; accounting treatment of digital currency operations by credit organisations and non-credit financial organisations; amendments to money transfer operator oversight of banking payment agents; requirements for securities admission to organised trading; and creation and maintenance of electronic databases containing information on credit organisation assets and liabilities.
Additional draft regulations address digital depository requirements, including minimum capital requirements and asset composition standards; life insurance with declared returns; broker requirements for digital currency and digital rights transactions; qualified credit bureau interactions; and amendments to credit history formation procedures. The CBR also consulted on amendments to insurance company financial stability requirements and identification requirements for anti-money laundering and counter-terrorism financing compliance.
Stakeholders including credit organisations, non-credit financial organisations, insurance companies, securities market participants, digital depositaries, and credit bureaus are affected by these proposals. Comments should be submitted to designated CBR email addresses specified for each draft regulation. 1181 charsCentral Bank of Russia Introduces Draft Directive Amending Bank of Russia Regulation No. 577-P of 31 January 2017
On August 7, 2026, the Central Bank of Russia (CBR) introduced the draft directive ‘On Amending Bank of Russia Regulation No. 577-P of 31 January 2017’ applicable to brokers, asset managers and dealers when dealing with digital currencies and foreign digital instruments.
The draft directive has been produced following the adoption of Federal Laws No. 282-FZ of 4 August 2026 “On Digital Currencies and Digital Rights” and No. 283-FZ ‘On Amending Certain Legislative Acts of the Russian Federation’, ensuring that brokers, asset managers and dealers record their own and their clients’ transactions involving digital currencies, foreign digital instruments and digital rights in their internal accounts, as well as ensuring that these assets are recorded in internal accounts opened for clients. The draft directive revises the terminology, expands the list of items subject to internal accounting, clarified the calculation of the planned opening balance and defines the identifiers for digital currencies, foreign digital instruments and digital rights to be used in internal accounting.
Comments and suggestions on the draft directive will be accepted until August 21, 2026.
