2117 charsU.S. Department of the Treasury Designates Six Entities Supporting Iran's Mahan Air and IRGC
On July 30, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated six entities and individuals located in China, India, Russia, and Iran for providing support to Mahan Air and Iran's Islamic Revolutionary Guard Corps (IRGC). The designations target general sales agents and front companies facilitating the airline's global operations.
OFAC designated Shanghai Wings International Logistics Co, its managing director Tang Xin, Shanghai Elite International Travel Co, Skiez Travels and Logistics Private Limited, and Air Cargo Pro Limited pursuant to Executive Order 13224, as amended. These entities serve as general sales agents for Mahan Air, coordinating transport of electronics and facilitating travel for IRGC-Qods Force personnel. OFAC also designated DadeNegar Startup Studio, an IRGC-affiliated front company that solicited locations of American and Israeli equipment to support Iranian military targeting and received strike requests for U.S. targets in the Middle East.
Although Mahan Air presents itself as a civilian carrier, it has long facilitated the IRGC's movement of weapons, operatives, and military equipment globally, including unmanned aerial vehicle systems. Treasury Secretary Scott Bessent said those providing financial services, logistics, or commercial support to the IRGC or Mahan Air are helping sustain a terrorist enterprise. This action advances Treasury's efforts to intensify economic pressure on the Iranian regime, particularly in response to its attacks against regional states and commercial vessels in the Strait of Hormuz.
As a result of these designations, all property and interests in property of the designated persons in the United States or in the possession or control of U.S. persons are blocked. U.S. persons are generally prohibited from engaging in transactions involving the designated entities. Violations may result in civil or criminal penalties. OFAC may also impose secondary sanctions on foreign financial institutions that knowingly conduct or facilitate significant transactions on behalf of designated persons.
