On March 26, 2026, Bulgaria's Supreme Administrative Court (Върховен административен съд) issued Decision No. 3480 in administrative case No. 1727 of 2025. The decision was published in the Official Gazette (Държавен вестник) on July 31, 2026, in Issue 69.
The Supreme Administrative Court decision addresses a gambling-related administrative matter that was initiated in 2025. As Bulgaria's highest administrative judicial body, the court's determination in this case establishes binding precedent for administrative proceedings within the gambling sector. The publication in the Official Gazette represents the formal notification of the court's ruling to all relevant parties, including regulatory authorities, operators, and other stakeholders within Bulgaria's gambling industry.
Administrative decisions from the Supreme Administrative Court carry significant weight in Bulgaria's regulatory framework, particularly for matters concerning licensing, compliance, and enforcement actions against gambling operators. Such decisions often clarify the application of existing gambling regulations and establish procedural standards for future administrative proceedings.
The specific details of the case, including the parties involved, the subject matter of the dispute, and the court's reasoning, are contained within the full decision published in the Official Gazette. Operators and regulatory bodies should review this decision to understand any implications for their operations or regulatory compliance obligations.

1136 charsLaw introducing affiliate licensing published in Bulgarian official gazette
On July 31, 2026, the law on the 2026 state budget was published in the Bulgarian official gazette.
The law introduces a licensing regime for gambling affiliates and a two-part state levy on their commission fees: an annual fixed fee of €6,000 and a variable component of 10 percent on performance related commissions.
The promotion of illegal gambling activity by licensed affiliates is prohibited, while licensed gambling operators can only use the services of a licensed affiliate.
Affiliates who concluded agreements with licensed gambling operators as of August 1, 2026 are required to apply for a licence until August 15, 2026. Until the licence is issued, all the signed contracts remain valid.
The law also expands the types of financial entities prohibited from processing payments to and from illegal gambling operators to include banks and electronic money institutions, alongside payment service providers and simplifies the procedure for website blocking.
The gambling related provisions within the law enter into force on August 1, 2026, with the exception of Article 34(8) which becomes effective on January 1, 2027.
