On July 29, 2026, the National Bank of Ukraine proposed amendments to the Regulations on Requirements for the Governance System of Financial Payment Service Providers. The amendments propose expanding the requirements of the Regulation to: Financial companies that combine the activity of providing payment services for transferring funds without opening an account and/or acquiring payment instruments exclusively with the provision of financial services for trading in currency values ​​in cash. Pawnshops that combine the main activity of a pawnshop with the activity of providing financial payment services for transferring funds without opening an account and/or acquiring payment instruments. The draft also provides for improving the procedure for familiarising employees of the payment services provider with internal documents on the management system. The National Bank will accept comments and suggestions on the proposed amendments until August 12, 2026.
