2003 charsU.S. Department of the Treasury Designates Muslim Brotherhood and Hamas Financial Network Operatives
On July 23, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated one senior Egyptian Muslim Brotherhood (EMB) official, three individuals, and three entities for providing material support to Hamas. The action targets a multi-layered financial network that uses charitable facades and underground banking services to move funds across jurisdictions in support of Hamas's military operations.
OFAC designated Mahmoud al-Abyari, a United Kingdom-based Secretary General of the Muslim Brotherhood General Secretariat, for acting on behalf of the EMB, which OFAC designated as a Specially Designated Global Terrorist in January 2026. Al-Abyari supported fundraising for U.S.-designated institutions and provided financial assistance to Hamas. OFAC also designated two sham charities created by Hamas: Indonesia-based Tujah Bulah Global (operating under the alias Seven Spikes Global) and Gaza-based Madad Palestine Charitable Society, both of which funneled funds to Hamas's military wing despite collecting donations ostensibly for civilian purposes. Additionally, OFAC designated Turkey-based El-Kahira for General Trading and its owner Khuldun Khamis Zakaria Alden, along with shareholders Zaid Issam Ahmed Al-Jebouri and Abdullah Issam Ahmad Al-Jebouri, for providing underground banking services in fiat and cryptocurrencies to Hamas and organized crime groups including Sweden-based Foxtrot Network.
Treasury Secretary Scott Bessent said the administration will "relentlessly pursue terrorists and those who finance them." This action builds on prior OFAC designations announced on March 12, 2026 and January 21, 2026, and reflects coordination with the Federal Bureau of Investigation, Drug Enforcement Administration, and Customs and Border Protection. All designated persons' property and interests in the United States are blocked, and U.S. persons are prohibited from conducting transactions involving the designated entities unless authorized by OFAC.

According to OFAC , the action targets a multi-layered financial network that uses charitable facades and underground banking services to move funds across jurisdictions in support of Hamas' military operations.
As a result of the new sanctions designations, all US-based property and interests of the targeted individuals and entities are blocked, and US individuals and entities are generally prohibited from engaging in transactions with them, unless expressly authorized by OFAC.
