1956 charsItaly Proposes Legislative Decree Implementing European Union Artificial Intelligence Regulation
On July 7, 2026, the Italian Parliament's Documentation Service announced a legislative decree schema designed to align Italy's national legislation with the European Union's Artificial Intelligence Regulation (EU) 2024/1689, adopted by the European Parliament and Council on June 13, 2024.
The decree addresses two primary areas: the powers of national authorities in implementing the EU regulation, and the use of artificial intelligence (AI) in education and training. The EU regulation establishes harmonised rules governing AI systems across member states, requiring national governments to adapt their domestic legal frameworks to ensure compliance and effective enforcement.
The legislative decree schema has been assigned to multiple parliamentary commissions for review and deliberation. The Transport Commission (Commission IX) and Production Activities Commission (Commission X) are jointly examining the proposal, alongside the Budget and Treasury Commission (Commission V) and the European Union Policies Commission (Commission XIV). This multi-commission approach reflects the cross-cutting nature of AI governance, which intersects transport, economic activity, fiscal matters, and EU policy coordination.
Italy's adaptation of the EU regulation represents a significant step in establishing a comprehensive national AI governance framework. The focus on national authorities' powers ensures that Italian regulatory bodies possess adequate tools to oversee AI applications, particularly in sensitive sectors such as education and training. The decree aims to create consistent enforcement mechanisms across the EU while allowing member states to implement rules suited to their institutional structures.
The parliamentary process began on July 7, 2026, when the decree was announced to the Assembly and subsequently assigned to the relevant commissions for detailed examination and recommendations before proceeding to legislative votes.

The draft legislative decree introduces the following:
National Oversight Authorities — the decree grants supervisory and enforcement powers to designated agencies: AgID (Agency for Digital Italy): Designated as the notifying authority, is responsible for promoting innovation and the development of AI and shall define the procedures and carry out the functions and tasks relating to the notification, assessment, accreditation and monitoring of bodies responsible for verifying the conformity of AI systems. Furthermore, it shall ensure the establishment and management of testing environments aimed at developing AI systems that comply with national and European Union legislation. ACN (National Cybersecurity Agency): Designated as the market surveillance authority and single point of contact with the institutions of the EU, is responsible for the supervision – including inspection and enforcement activities – of AI systems, in accordance with national and EU legislation, and for the promotion and development of artificial intelligence in relation to cybersecurity.
