2347 charsMalta Financial Services Authority Launches Harmonised Regulatory Reporting Framework
On July 14, 2026, the Malta Financial Services Authority (MFSA) and the Financial Intelligence Analysis Unit (FIAU) launched the Harmonised Regulatory Reporting Framework (HRRF), a modernised standardised mechanism for domestic regulatory reporting. The initiative will be implemented in a phased, sector-by-sector approach to allow financial operators sufficient time to prepare and adapt.
The HRRF addresses industry feedback regarding administrative burden by reducing duplication of data requests across different domestic returns, streamlining data requirements through consistent definitions, and improving operational efficiency through standardisation. The framework incorporates a revision of anti-money laundering and counter-terrorism financing (AML/CTF) data points to align with eventual Regulatory Technical Standards issued under Article 40(2) of Directive (EU) 2024/1640 (6th Anti-Money Laundering Directive). Domestic returns under the HRRF are distinct from reporting obligations arising from European Supervisory Authorities or other supranational frameworks.
To support the transition, the MFSA will provide a JSON-format conversion tool enabling Authorised Persons and service providers to complete domestic returns in spreadsheet software format, which the tool converts into the required JSON format for submission. This accommodates entities without in-house machine-readable JSON generation capabilities or those planning to transition to automated reporting later.
Implementation occurs in two waves. Wave 1, covering Corporate Service Providers (CSPs), Registered Trustees of Family Trusts, Financial Institutions, and Crypto-Asset Service Providers (CASPs), mandates formal submissions in JSON-based format from January 2027. Technical data taxonomies and JSON schema definitions will be published July-August 2026, followed by an industry testing phase August-October 2026. Industry seminars are scheduled for September 11, 2026 (Financial Institutions and CASPs), September 15, 2026 (CSPs), and October 9, 2026 (Trustees of Family Trusts). Wave 2, covering Investment and Securities, Insurance and Pensions, and remaining Trusts and Fiduciaries, timeline will be communicated following Wave 1 rollout. Authorised Persons in Wave 1 should assess internal readiness and allocate technical resources ahead of testing.

The implementation is split into two distinct waves:
The first will include Financial Institutions, and Crypto-Asset Service Providers (CASPs) - the formal submissions in the new JSON-based format will become mandatory from January 2027. Preparatory milestones are in place with the publication of technical data taxonomies, reporting specifications, and JSON schema definitions to be published. An industry testing phase will occur between August and October 2026.
