1465 charsUkraine's National Bank Amends Banking Operations Rules in Response to Martial Law
On July 8, 2026, the National Bank of Ukraine (NBU) Board adopted Resolution No. 78, which amends the Rules of Banking Operations in connection with the introduction of martial law in Ukraine.
The resolution modifies operational requirements for banks and banking groups operating within Ukraine's jurisdiction during the martial law period. This regulatory adjustment addresses the exceptional circumstances created by martial law implementation and establishes modified procedures for banking sector operations. The amendment builds upon the NBU Board's earlier Resolution No. 23 from February 25, 2022, which addressed certain aspects of Ukrainian banks' and banking groups' activities during crisis conditions.
The resolution applies to all banks and banking groups operating under NBU supervision and represents the central bank's effort to maintain financial system stability and operational continuity during the period of martial law. The amendments establish modified operational frameworks to accommodate the extraordinary circumstances while preserving essential banking functions and regulatory oversight.
The resolution became effective on July 8, 2026. Banks and banking groups must ensure compliance with the amended rules as set out in the resolution.
