1822 charsRussia's Central Bank of the Russian Federation Opens Public Consultation on Six Regulatory Proposals
The Central Bank of the Russian Federation (CBR) opened public consultation on six regulatory proposals across financial services, capital requirements, and insider information disclosure. The consultation period runs through July 2026, with individual comment deadlines ranging from July 5 to July 16, 2026.
The proposals address key areas of financial regulation. The first proposal establishes minimum information requirements that credit organisations must provide to individuals when conducting securities transactions, entering into derivative financial instrument contracts, or providing financial services on behalf of non-credit financial organisations. This includes disclosure of service conditions, associated risks, and the format and methods for providing such information.
The second and third proposals amend existing CBR regulations on capital requirements. One modifies CBR Regulation No. 511-П from December 3, 2015, while the other amends CBR Regulation No. 646-П from July 4, 2018, concerning the methodology for determining own funds (capital) of credit organisations under Basel III standards.
The fourth proposal updates the list of insider information maintained by the CBR, modifying CBR Instruction No. 5140-У from May 6, 2019. The fifth and sixth proposals introduce amendments to CBR Instruction No. 5514-У from July 27, 2020, and CBR Instruction No. 6876-У from September 30, 2024, respectively, though specific details on these amendments are not provided in the consultation materials.
Stakeholders can submit comments to designated CBR email addresses corresponding to each proposal. The CBR will evaluate regulatory impact as part of the consultation process. All proposals are available on the CBR website alongside explanatory notes and a recommended format for submitting feedback.
