On July 1, 2026, the Supervisory Council of the Bank of Albania adopted a new Regulation on "Digital Operational Resilience" and approved amendments to the Regulation on "Use of Information and Communication Technology by entities licensed by the Bank of Albania."
The Bank of Albania introduced these regulatory requirements to address the escalating information and communication technology (ICT) and cyber risks facing banks and other financial entities operating in Albania. The new regulation establishes comprehensive requirements for the effective management of digital and operational risks as the banking and financial services sector undergoes ongoing digital transformation. The regulation forms part of the Bank of Albania's broader effort to align its supervisory regulatory framework with the European Union (EU) acquis, supporting Albania's European Union integration process.
The regulation applies to all entities licensed by the Bank of Albania, including banks and other financial institutions operating under its supervision.
Additionally, the Supervisory Council approved the Bank of Albania's participation in the Southeast Europe Technical Assistance Center (SEETAC) of the International Monetary Fund (IMF). SEETAC, established by the IMF to strengthen technical assistance capacity across the Western Balkans and Moldova, will provide tailored support in macroeconomic management, fiscal policy, monetary and financial sector policies, macroeconomic frameworks, statistics, and legal issues. Through this participation, the Bank of Albania aims to strengthen macroeconomic stability, institutional resilience, and policy-making capacity while supporting regional economic stability and EU integration objectives.
