Ukraine's National Bank Approves Changes to Risk Management System Regulations for Banks

On June 30, 2026, the National Bank of Ukraine (NBU) Board approved Resolution No. 70, which amends the Regulations on the Organisation of Risk Management Systems in Banks of Ukraine and Banking Groups, as well as other matters concerning the activities of banks in Ukraine. The resolution introduces changes to the existing risk management framework applicable to Ukrainian banks and banking groups. The amendments address the organisation and governance of risk management systems, establishing requirements for how financial institutions must structure their approach to identifying, measuring, monitoring, and controlling risks. The changes also cover specific operational matters affecting banking activities in Ukraine. These amendments are designed to strengthen the regulatory framework governing how banks manage various categories of risk, including credit risk, market risk, operational risk, and other material risks to which banking institutions are exposed. The regulation applies to all banks operating in Ukraine and banking groups subject to NBU supervision. The NBU previously initiated a consultation on draft requirements concerning third-party risk management in banks and banking groups, which informed the development of these amendments. The resolution becomes effective on July 1, 2026. Banks and banking groups are required to comply with the new requirements from this date forward. The full text of Resolution No. 70 is available on the NBU's official website in both PDF and DOCX formats. REFERENCES: National Bank of Ukraine.
