On March 23, 2026, the Central Bank of Russia (CBR) published the Regulation on the Procedure for the Registration (Approval) by the Bank of Russia of Documents of a Trading Organiser, Clearing Organisation, Repository, Central Securities Depository, Investment Platform Operator and Amendments Thereto, the List of Documents to be Attached and the Requirements for Such Documents. The regulation establishes: The procedure for the CBR to register the rules of organised trading and amendments thereto. The procedure for the CBR to register clearing rules. The procedure for the CBR to register rules for the conduct of depository activities. The procedure and deadlines for obtaining approval from the CBR for the internal documents of the central securities depository. The procedure for the CBR's approval of the rules of an investment platform. The list of documents to be attached to an application, on the basis of which the CBR decides whether to approve the rules of the investment platform or to refuse such approval. This regulation shall enter into force on April 1, 2027.
