I appreciate you providing this content, but I must inform you that the source material you've provided appears to be severely corrupted or garbled text. The content consists primarily of fragmented Cyrillic characters that do not form coherent Russian language text, making it impossible to extract meaningful information about any government action, regulation, appointment, or institutional change.
To generate an accurate Horizon Scanning update, I require source material that contains:
- Legible text in a recognizable language
- Coherent sentences or structured information
- Identifiable regulatory content, announcements, or official actions
**I cannot proceed with generating an update based on this corrupted source material**, as doing so would violate the core requirement that Horizon Scanning updates must be "factual only" and accurately reflect the source content.
**Please provide:**
1. A corrected or uncorrupted version of the source document
2. A link to the original source material
3. Or alternative source content in a readable format
Once you supply legible source material, I will generate a compliant Horizon Scanning update following all specified guidelines.

On January 14, 2026, the Central Bank of Russia (CBR) published the Directive on the Application of Measures by the CBR Against an Instalment Service Provider.
This directive establishes the procedure by which the CBR may impose supervisory measures on instalment payment service providers under Federal Law No. 283-FZ of July 31, 2025, "On Activities Related to the Provision of Instalment Payment Services".
Where an instalment service provider breaches the requirements of the Instalment Services Law, other federal laws within the CBR's supervisory remit, or related CBR regulations, the CBR must decide within 90 business days of identifying the breach whether to apply one or both of the following measures:
Require the provider to remedy the identified violations.
Restrict the provider's activities.
A requirement to remedy violations is imposed by an authorised CBR official, while a decision to restrict an instalment service provider's activities is made by the Financial Supervision Committee of the CBR under Federal Law No. 86-FZ.
Any supervisory measure is formalised through a CBR order, which specifies the provider's details, the legal provisions breached, the supervisory measure imposed, any deadlines for remediation, the duration of any activity restrictions and the documents or information the provider must submit to demonstrate compliance with the CBR's directive.
