1873 charsRussia's Central Bank of Russian Federation Opens Public Consultation on Multiple Regulatory Amendments
The Central Bank of Russian Federation (CBR) launched public consultations on multiple draft regulatory amendments across financial markets and institutional governance. The consultations are part of the CBR's 2026 regulatory agenda and invite stakeholder feedback through designated submission deadlines and email addresses.
The draft amendments cover several key areas. The first addresses changes to Regulation No. 646-P from July 4, 2018, concerning the methodology for determining own funds (capital) of credit organisations under Basel III standards. The second proposes amendments to the list of insider information maintained by the CBR under Regulation No. 5140-U from May 6, 2019. Additional drafts modify Regulation No. 5514-U from July 27, 2020; Regulation No. 6876-U from September 30, 2024; and Regulation No. 6818-U from August 5, 2024. The CBR also proposes new procedures governing the selection of bankruptcy trustees and self-regulatory organisations of bankruptcy trustees for credit organisation insolvencies, alongside accreditation procedures for bankruptcy trustees serving as competitive administrators. A further draft establishes a qualification examination programme for individuals seeking membership in the self-regulatory organisation of actuaries.
These amendments affect credit institutions, bankruptcy administrators, self-regulatory organisations, and actuaries operating within Russia's financial system. The proposals aim to refine capital adequacy frameworks, insider information protocols, and professional qualification standards.
Stakeholders must submit comments by the specified deadlines, ranging from July 1, 2026, to July 12, 2026. Submissions should be directed to designated CBR email addresses provided for each consultation. All draft regulations and explanatory notes are available on the CBR website for public review.
