1946 charsJapan's Financial Services Agency Amends Anti-Money Laundering Rules to Establish Fraudulent Account Information Sharing Framework
On June 26, 2026, Japan's Financial Services Agency (FSA) published amendments to the Order for Enforcement of the Act on Prevention of Transfer of Criminal Proceeds (犯罪による収益の移転防止に関する法律施行規則). The FSA conducted a public consultation from March 27, 2026 to April 27, 2026, receiving 54 comments from 19 organisations.
The amendments implement measures outlined in the "Comprehensive Countermeasures 2.0 to Protect Citizens from Fraud," adopted by the Cabinet Ministers' Meeting on Crime Countermeasures on April 22, 2025. The revisions establish a framework enabling deposit-taking financial institutions to share information regarding fraudulently used accounts.
The amendments introduce new efforts obligations for deposit-taking business operators. Financial institutions must identify accounts suspected of being used for or having the potential to be used for criminal activity or transfer of criminal proceeds. Institutions must establish measures for appropriate handling and secure management of such information, then provide necessary information to other deposit-taking business operators when conducting customer identification procedures. Additionally, institutions must organise and analyse received information and implement necessary measures to prevent transfer of criminal proceeds where appropriate.
The FSA simultaneously amended comprehensive supervisory guidelines for major financial institutions, regional and small-to-medium-sized financial institutions, cooperative financial institutions, and fisheries cooperative credit operations. These guidelines now require financial institutions participating in the information-sharing framework to provide information regarding fraudulently used accounts and implement appropriate risk-reduction measures using the shared information.
The amendments take effect on April 1, 2027. The FSA published detailed amendments and public comment summaries alongside this announcement.
