1799 charsFederal Deposit Insurance Corporation Proposes Raising Asset Threshold for Deposit Insurance Assessments
On June 25, 2026, the Federal Deposit Insurance Corporation (FDIC) Board of Directors approved a notice of proposed rulemaking to adjust deposit insurance assessment thresholds, rate schedules, and related provisions affecting insured depository institutions (IDIs).
The FDIC proposes raising the asset threshold used to define small and large institutions from $10 billion to $30 billion, effective upon finalisation of the rule. The proposal includes a pre-determined indexing methodology to adjust this threshold every four years. Concurrently, the FDIC would decrease initial base deposit insurance assessment rate schedules by 2 basis points for small institutions and by 1 basis point for large and highly complex institutions, while the reserve ratio remains below 2 percent.
The proposal introduces a downward resolution readiness adjustment (RRA) of up to 1 basis point to assessment rates for large and highly complex institutions. This adjustment recognises expected reductions in losses to the Deposit Insurance Fund (DIF) in the event of a bank failure. Institutions may receive 0.5 basis points for successfully populating a virtual data room (VDR) with information usable for marketing the bank in failure scenarios, and an additional 0.5 basis points for providing the FDIC access to service providers and internal systems to obtain data needed for marketing or receivership management. The proposal also removes obsolete provisions from existing regulations.
The FDIC has prepared assessment rate calculators available on its website to help institutions estimate their assessment rates under the proposed changes. The comment period extends for 60 days following publication in the Federal Register. All FDIC-insured financial institutions are subject to these proposed changes.

The FDIC proposes raising the asset threshold used to define small and large institutions from US$10bn to US$30bn, effective upon finalization of the rule.
The proposed rule includes a pre-determined indexing methodology to adjust this threshold every four years. Concurrently, the FDIC would decrease initial base deposit insurance assessment rate schedules by two basis points for small institutions and by one basis point for large and highly complex institutions, while the reserve ratio remains below two percent.
