On June 25, 2026, the National Bank of Ukraine (NBU) launched a consultation to propose updating the requirements for the work of authorised banks that may be involved in the storing of the NBU's cash reserves and conducting transactions with them.
The amendments include:
To optimise the calculation process and simplify the control procedure, the requirement for authorised banks to maintain a minimum amount of cash reserves held by the NBU in custody has been changed. In particular, the algorithm for calculating the minimum average monthly balance has been replaced with the minimum daily actual balance of cash reserves.
To provide for an additional type of transport container (safe package) for the export of cash from cash reserves in storage at the NBU.
To etermine the procedure for creating and certifying electronic copies of documents sent by an authorised bank to the NBU with an electronic signature.
To change the deadline for the authorised bank to provide information on the estimated amounts of cash received for investment in cash reserves for the next month.
To establish for an authorised bank a maximum limit on the share of unmarketable cash in the total cash reserves held by the bank.
Comments and feedback are welcome up until July 4, 2026.
