Bank for International Settlements Publishes Global Cryptoasset and Stablecoin Implementation Review

On June 25, 2026, the Financial Stability Board (FSB) published an executive summary assessing the implementation of its global regulatory framework for cryptoasset activities and stablecoins across FSB member jurisdictions and participating non-FSB jurisdictions. The review, which built on the FSB Crypto Framework published in July 2023, examined progress in implementing regulatory frameworks for cryptoasset service providers (CASPs), stablecoin issuers, data reporting mechanisms, and cross-border cooperation arrangements. The review revealed significant implementation gaps and inconsistencies that pose risks to financial stability. As of August 2025, only 11 jurisdictions had finalised comprehensive regulatory frameworks for cryptoasset activities, while only five had done so for stablecoins. Critical gaps include insufficient coverage of leverage and liquidity risks associated with cryptoasset borrowing, lending, and margin trading activities—only two jurisdictions comprehensively regulate these activities. Supervisory and enforcement mechanisms lag behind regulatory development in many jurisdictions. For stablecoins, few tailored frameworks align fully with FSB recommendations, with particular deficiencies in risk management requirements, capital buffers, and recovery and resolution planning. Data and reporting frameworks remain fragmented, with authorities relying heavily on commercial data providers rather than comprehensive regulatory reporting from licensed entities. Cross-border cooperation remains inconsistent and insufficient to address the inherently global nature of cryptoasset markets, with existing mechanisms rarely extending beyond enforcement and licensing to broader supervisory objectives or financial stability monitoring. The FSB issued eight recommendations addressing jurisdictions and international standard-setting bodies to strengthen implementation consistency, enhance supervisory tools, establish comprehensive data reporting requirements, and improve cross-border coordination mechanisms. These recommendations aim to reduce regulatory arbitrage opportunities and create a more resilient digital asset ecosystem aligned with the principle of "same activity, same risk, same regulation." Bank for International Settlements Publishes Executive Summary on Implementation of Global Regulatory Framework for Cryptoassets and Stablecoins

The Financial Stability Institute (FSI) of the Bank for International Settlements has published an executive summary on the Implementation of a global regulatory framework for crypto-assets and stablecoins based on the Financial Stability Board’s (FSB) Thematic Review on FSB Global Regulatory Framework for Crypto-Asset Activities . The review assessed progress by FSB members and participating non-FSB jurisdictions in implementing regulatory frameworks for crypto-asset service providers (CASPs) and stablecoin issuers, as well as in data reporting and cross-border cooperation mechanisms. While the review highlighted notable progress, it also revealed significant gaps and inconsistencies that could pose risks to financial stability and hinder the development of a resilient digital asset ecosystem. Implementation of the FSB's Crypto Framework varies significantly across jurisdictions, reflecting their different legal systems, institutional capacities and policy priorities. This uneven implementation creates challenges for the effective oversight of inherently global crypto-asset markets. Key implementation gaps were identified in relation to CASPs, stablecoin arrangements, data, disclosure and regulatory reporting, and cross-border cooperation and coordination. Based on the findings of the FSB's thematic review, the FSI has made eight recommendations to jurisdictions as they develop their regulatory regimes, covering areas such as: Implementation progress. Comprehensiveness of regulator frameworks. Consistency. Cross-border cooperation and coordination.
