1814 charsLuxembourg's Financial Services Commission Publishes Form for Investment Fund Managers Providing Ancillary Services
On June 19, 2026, the Commission de Surveillance du Secteur Financier (CSSF) published a dedicated notification form for Luxembourg-based investment fund managers (IFMs) seeking to provide ancillary services to third parties.
The form implements requirements introduced by the Law of March 3, 2026, which transposed Directive (EU) 2024/927 into Luxembourg law. Under Article 5(4)(b)(iv) of the Law of July 12, 2013 on alternative investment fund managers and Article 101(3)(b), fourth indent of the Law of December 17, 2010 relating to undertakings for collective investment (UCI), national competent authorities may authorise IFMs to provide certain functions or activities to third parties, provided these functions are already delivered by the IFM in relation to a UCI it manages or services it provides.
IFMs wishing to provide ancillary services for the first time must request authorisation from the CSSF by submitting the completed form. Simultaneously, the IFM's articles of incorporation must be updated to specify the possibility of providing these ancillary services within the corporate object. The CSSF clarified that adding supplementary activities under updated articles of incorporation requires only notification rather than new authorisation. The CSSF reserves the right to request additional information regarding initial or supplementary notifications at any time. The CSSF emphasised that this form does not apply to requests for other non-core services under Article 5(4)(b)(i) to (iii) of the Law of 2013 or Article 101(3)(b), first to third indent of the Law of 2010.
IFMs should submit notifications using the new form available on the CSSF website. The form applies to alternative investment fund managers and management companies under Chapter 15 of Luxembourg's regulatory framework.

On June 19, 2026, the Luxembourg Commission de Surveillance du Secteur Financier (CSSF) issued a notice to the investment fund industry in relation to the notification of the intention of a Luxembourg-based investment fund manager (IFM) to provide ancillary services to third parties.
Following the adoption of the Law of March 3, 2026 to transpose Directive (EU) 2024/927 (AIFMD II), additional activities and functions have been introduced for UCITS management companies and authorised alternative investment fund managers. Any IFMs wishing to perform these activities and/or functions for the first time must request authorisation from the CSSF by completing and submitting the CSSF's new dedicated form .
Additionally, the IFM's articles of incorporation must be updated to specify the provision of these ancillary services as an object of the corporation. Adding supplementary activities and/or functions under the updated articles of incorporation does not require new authorisation from the CSSF, only notification.
The CSSF reserves the right to request additional information about the initial or any supplementary notification at any time.
