1811 charsUkraine's National Bank Updates Guidance on Financial Payment Service Provider Information Reports
On June 11, 2026, the National Bank of Ukraine (NBU) updated its recommendations for preparing and completing information reports submitted for authorization of financial payment service providers and registration of payment systems.
The updated guidance addresses two key submission types: information reports on the conditions and procedures for providing financial payment services, submitted to obtain a license for financial payment service provision; and information reports on the conditions and procedures for payment system operations, submitted for payment system registration in Ukraine. The NBU developed the updated recommendations by analyzing common errors market participants made when preparing information reports and by aligning the guidance with recent amendments to NBU regulatory acts governing information report requirements.
The updates aim to improve the quality of information report preparation, streamline authorization and registration procedures, and enable payment market participants to interact more effectively with the regulator. The recommendations address typical deficiencies identified in submissions and provide clearer standards for compliance.
The updated guidance documents are available on the NBU website. The authorization process for financial payment service providers is governed by NBU Board Resolution 217 from October 7, 2022, "On Approval of the Regulations on the Procedure for Authorization of Financial Payment Service Providers and Limited Payment Service Providers" (as amended). Payment system registration procedures are established under NBU Board Resolution 208 from September 26, 2022, "On Approval of the Regulations on Registration of Payment Systems, Payment System Participants and Technological Operators of Payment Services" (as amended).
