Russia's Central Bank Exempts Certain Residential Mortgages from Macroprudential Requirements

On June 10, 2026, the Board of Directors of the Central Bank of the Russian Federation adopted a decision establishing exemptions from macroprudential instruments for specific residential mortgage loans provided to individuals. The decision exempts credit requirements and accrued interest requirements for loans and borrowings extended to Russian citizens for the acquisition or construction of residential properties located in the Donetsk People's Republic, Luhansk People's Republic, Zaporizhzhia and Kherson regions, as well as in other designated Russian Federation territories. These exemptions apply to loans covered under the Ministry of Finance's subsidy provision procedures for compensating credit organisations for unreceived income on residential mortgages in these regions. Specifically, the Central Bank established that risk coefficient surcharges established under Article 45.2 of the Federal Law on the Central Bank of the Russian Federation do not apply to these qualifying loans. Additionally, credit organisations are not required to count these mortgages when applying macroprudential limits established under Article 45.6 of the same federal law. The decision also exempts information about these loans from reporting requirements under sections 8 to 10 of forms 0409135 (Information on Mandatory Ratios and Other Indicators of Credit Organisation Activity) and 0409704 (Information on Debt Burden of Individual Borrowers), as specified in the Central Bank's Instruction 6406-У from April 10, 2023. The exemptions apply from the date of publication on the Central Bank's official website through December 31, 2026. This temporary measure provides relief for residential mortgage lending in the specified territories during this period.
