2028 charsHungary's National Bank Updates Complaint Handling Rules for Financial Services Providers
On June 8, 2026, the Hungarian National Bank (MNB) updated its regulation governing how financial services providers handle customer complaints. The revised regulation expands the scope of institutions subject to complaint handling rules and introduces new digital communication options for consumers.
The updated regulation now applies to a broader range of market participants, including payment service providers, electronic money institutions, voucher issuers, credit intermediaries, and postal clearing centres offering financial or supplementary financial services. Previously, the rules applied only to traditional financial institutions. The MNB also established expectations for crypto-asset service providers, requiring them to inform consumers of dispute resolution options in responses that reject complaints and to provide evidence of delivery to customers.
A significant change allows customers who submit complaints verbally to request that institutions respond via electronic channels rather than postal mail, enabling faster and more cost-effective resolution. Financial institutions must now list all available complaint submission channels in their complaint handling procedures, including mobile applications, customer portals, and other digital tools, in addition to mandatory communication channels. Institutions may remove fax contact details from their procedures if they are not legally required to accept complaints via fax and no longer use fax equipment.
The regulation clarifies responsibility for complaints against dependent intermediaries and pension fund member organisations, with their principal institutions bearing responsibility except for insurance intermediaries acting as multiple agents. The MNB also introduced a requirement that all financial institutions operating websites must fulfil consumer disclosure obligations on those websites, extending this obligation beyond institutions legally required to maintain websites.
The regulation is effective immediately upon publication.
