On February 5, 2026, the Central Bank of Russia (CBR) published amendments to Regulation No. 706-PP "On Standards for the Issue of Securities". Key points include: If one prospectus covers multiple securities issues (or additional issues), or multiple bond programmes from the same issuer, and the issuer applies to register several of these at the same time, only the number of document copies required for a single securities issue needs to be submitted to the registering organisation. When an issuer submits amended documents to the CBR, only those documents to which changes have been made shall be submitted. The documents shall be submitted together with a cover letter and a list of the documents being submitted. If a report on the results of the issue of securities is submitted to the CBR before the end of the placement period, such a report shall be left by the CBR without consideration. These amendments shall enter into force ten days after their official publication, but no earlier than March 1, 2026.
