1787 charsRussia's Central Bank of Russian Federation Opens Public Consultation on Multiple Regulatory Proposals
The Central Bank of Russian Federation (CBR) opened public consultations on multiple regulatory proposals across banking, payments, and financial market operations. The CBR published draft directives and instructions addressing microfinance reserve requirements, capital adequacy standards, risk management systems, payment infrastructure, and trading organisation requirements.
Key proposals under consultation include: a directive on microfinance organisation loan loss reserve formation procedures; amendments to capital adequacy and mandatory reserve requirements for universally licensed banks; requirements for risk management and capital systems in credit organisations and banking groups; amendments to payment system regulations; modifications to banking order procedures; requirements for trading organisation capital composition and calculation timelines; and provisions recognising certain CBR normative acts as void and rendering specific Financial Services Authority regulations inapplicable.
The CBR established staggered comment deadlines throughout June 2026, with responses due between June 4 and June 15, 2026. Stakeholders must submit comments to designated email addresses corresponding to each proposal. The CBR also published explanatory memoranda and summary tables of previously received comments for certain proposals, enabling transparency in the consultation process. The regulatory impact assessment framework includes corruption risk evaluation for all proposals. All draft normative acts are available on the CBR website, with additional materials accessible through the Federal Portal of Normative Legal Acts (regulation.gov.ru). The CBR's 2026 normative act preparation plan outlines the timeline for regulatory development across the financial sector.
