On May 28, 2026, the Bank of Russia published the outcomes of its consultation on artificial intelligence (AI) application in the financial sector, based on feedback to its report "Application of Artificial Intelligence in Financial Markets: Current Status and Conditions for Further Development."
The Bank of Russia identified soft regulation and the creation of trusted data-sharing platforms as key development priorities for AI in financial markets. Market participants emphasised that AI development requires accessible infrastructure solutions, high-quality training data for AI models, confidence in the technology, and favourable regulatory conditions. The Bank of Russia will maintain its technology-neutral approach, enabling market participants to implement innovations and develop AI applications while preserving the framework nature of cross-sector AI regulation. This approach allows the regulator to account for sector-specific characteristics, current AI implementation levels, and industry-specific risks.
The financial market already adheres to recommendations from the Code of Ethics in Artificial Intelligence. The Bank of Russia plans to prepare a collection of best practices for compliance with the code during 2026. Market participants supported the Bank of Russia's proposals to establish trusted data-sharing platforms, which would enable financial organisations to jointly train AI models to combat fraud, assess risks, and improve customer services. The Bank of Russia will develop regulatory proposals for such platforms' operations. The regulator will also work to remove barriers to using data privacy-enhancing technologies in financial markets. The Bank of Russia will continue developing favourable conditions for AI in financial markets through cooperation with relevant government agencies and market participants, while monitoring financial organisations' use of the technology.
