On May 27, 2026, the Parliament of the Republic of Lithuania registered a bill to implement Regulation (EU) 2024/1689, the European Union's Artificial Intelligence Act (AI Act). The bill, registered under number XVP-1564, was prepared by the Ministry of Economy and Innovation and the Government of Lithuania.
The legislation establishes the institutional framework and competencies for implementing the EU AI Act within Lithuania. It designates multiple state institutions with specific responsibilities for AI governance, including the Ministry of Economy and Innovation, the National Accreditation Body, the State Data Protection Inspectorate, the State Data Agency, the National Cyber Security Centre, and sector-specific market supervision authorities. The bill also creates provisions for establishing and operating restricted artificial intelligence regulatory sandboxes, which allow controlled testing of AI systems in controlled environments.
The legislation includes comprehensive complaint-handling procedures, investigation mechanisms, and enforcement provisions. It establishes procedures for submitting complaints regarding AI system violations, investigation protocols for market surveillance authorities, and a sanctions framework. Sanctions include warnings, fines, and corrective measures, with penalties calculated based on turnover or revenue depending on the entity type. The bill also includes provisions for document retention, appeals of regulatory decisions, and an ex post impact assessment requirement.

1311 charsLithuania Introduces Draft Law On the Implementation of the European Union Artificial Intelligence Act
On May 27, 2026, the Lithuania Seimas introduced a draft law “On the Implementation of the European Union Artificial Intelligence Act”, implementing Regulation (EU) 2024/1689 (AI Act) and focuses on regulating the actions of state institutions and bodies.
The AI Act is a directly applicable EU legal act and does not require transposition from Member States. Therefore the draft law does not adress operators of AI systems (providers, implementers and their authorised representatives) in efforts to avoid excessive regulation at the national level. Instead the draft law seeks to establish the competence of state institutions and bodies implementing the AI Act, the procedure for examining complaints and conducting investigations regarding possible violations of the AI Act as well as liability for violations committed, including rules on the application of sanctions established in the AI Act.
If passed, the law is set to enter into force on August 2, 2026. The Seimas has confirmed that, once the European Commission has approved 10 new harmonised standards and has prepared a series of methodological documents which should provide additional, legal clarity regarding the application of the rules set out within the AI Act, they will assess the need for additional national legal provisions.
