Russia's Central Bank of Russian Federation Opens Public Consultation on Multiple Regulatory Amendments

The Central Bank of Russian Federation (CBR) has opened public consultations on nine draft regulatory directives covering payments systems, risk management, capital requirements, and digital ruble operations. The consultations are part of the CBR's 2026 regulatory agenda and invite stakeholder feedback through designated email addresses and deadlines. Key draft directives under consultation include amendments to the CBR's Regulation on the Payment System of the Central Bank of Russia (comments due June 8, 2026); requirements for risk management and capital systems in credit organisations and banking groups; amendments to banking order procedures; requirements for own funds of trading organisers; and qualified investor recognition criteria and registry procedures. Additional drafts address digital ruble platform operations, including procedures for tax authority communication regarding suspended accounts and digital ruble balances, and amendments to regulations governing treasury account management by the CBR and credit organisations. The CBR has also published a draft directive on payment service fees within its payment system and amendments to Regulation 813-P concerning treasury account operations. Each consultation includes explanatory notes and summary tables of previously submitted comments where applicable. The CBR provides a recommended format for submitting comments and conducts regulatory impact assessments for all proposed measures. Stakeholders, including credit institutions, payment system operators, qualified investors, and trading organisers, should submit comments by the specified deadlines to the designated CBR email addresses. Comments received will inform the CBR's final regulatory decisions. All draft directives and supporting documentation are available on the CBR website at www.cbr.ru, with additional information available through the Federal Portal of Draft Regulatory Legal Acts at regulation.gov.ru.
