On May 21, 2026, the National Bank of Ukraine launched a consultation on amendments to certain regulatory acts, in regard to the implementation of financial inclusion. The consultation provides for: The introduction of procedures for obtaining a limited banking licence and reissuing an existing banking licence as a limited licence of a financial inclusion bank. Additional requirements for the strategic business plan and internal regulations of a financial inclusion bank. Non-application of the financial inclusion bank requirements for newly established banks regarding increased capital adequacy ratios during the first two years of operation. Integration into the internal control and risk management systems of the bank's financial inclusion activities. Comments and feedback are welcome up until June 1, 2026.
