Central Bank of Russia Consults on Changes in the Regulation of Credit Concentration Risks

On May 20, 2026, the Central Bank of Russia (CBR) launched a consultation on the changes in the regulation of credit concentration risks applicable to banks and lending providers. Key proposals include: The CBR will eliminate the practice whereby credit organisations, when entering into lending transactions through intermediaries (reverse repos), provide funds to the ultimate borrower against the security of the borrower’s own bonds. The CBR will allow banks that are unable to meet the regulatory requirement by 2028 to agree on plans to reduce concentration with the central bank. The CBR will not impose supervisory measures or downgrade a bank’s economic standing assessment (ESA) for breaching concentration limits, provided that the plan to reduce such concentration is being followed. Comments and feedback are welcome up until June 5, 2026 and can be sent via email to surveys_DBRA@cbr.ru .
