1911 charsIndia's Reserve Bank Invites Comments on Capital Adequacy Amendment Directions
On May 19, 2026, the Reserve Bank of India (RBI) released draft amendment directions to enhance consistency with Basel Pillar 3 disclosure requirements. The RBI published two separate amendment directions: the Reserve Bank of India (Commercial Banks – Prudential Norms on Capital Adequacy) Seventh Amendment Directions, 2026, and the Reserve Bank of India (Small Finance Banks – Prudential Norms on Capital Adequacy) Fifth Amendment Directions, 2026.
The amendments focus on Pillar 3 disclosure requirements, which form part of the Basel III framework governing bank capital adequacy and disclosure standards. These revisions aim to align the RBI's prudential norms with international Basel standards, ensuring greater consistency in how commercial banks and small finance banks disclose capital adequacy information to market participants and regulators. The amendments apply to all commercial banks and small finance banks operating under RBI regulation. Enhanced Pillar 3 disclosures improve market discipline and transparency, allowing stakeholders to better assess banks' capital positions, risk management practices, and financial health. This development is significant as it strengthens the regulatory framework governing banking sector stability and investor confidence in India's financial system.
The RBI invites stakeholders, including banks, industry associations, and other interested parties, to submit comments and feedback on the draft amendment directions. The comment period closes on June 2, 2026. Submissions can be made through the Connect2Regulate section on the RBI's website or forwarded to the Chief General Manager, Balance Sheet Group, Department of Regulation, Central Office, Reserve Bank of India, 12th Floor, Central Office Building, Shahid Bhagat Singh Marg, Fort, Mumbai – 400001, or by email with the subject line "Feedback on [full name of the draft Amendment Directions]".

1755 charsReserve Bank of India Invites Comments on Capital Adequacy Amendment Directions for Commercial Banks
The Reserve Bank of India (RBI) is seeking feedback on its draft capital adequacy amendment directions for commercial banks.
The draft amendment directions prescribe:
Pillar 3 disclosure framework mandating that Pillar 3 disclosures apply at the top consolidated level of the banking group (or on a standalone basis if not the top entity) for all banks, requiring the data to undergo the same level of internal review as financial reporting, and stipulating that a Board-approved formal disclosure policy be established and attested by one or more Whole-Time Directors.
Guiding principles and exemptions establishing five guiding principles for Pillar 3 disclosures—that they must be clear, comprehensive, meaningful, consistent over time, and comparable across banks while allowing banks to withhold specific proprietary or confidential information in exceptional cases, provided they disclose general information and an explanatory narrative instead.
Timing, format, and accessibility requiring banks to publish these disclosures concurrently with their financial reports in a standalone document, maintain a prominently linked "Regulatory Disclosure Section" on their website with a ten-year archive, and present data using specified fixed or flexible templates and tables with amounts generally expressed in INR crore (10m).
Leverage ratio reporting modifying the norms for leverage ratio reporting to require banks to publicly disclose their quarterly Basel III leverage ratio on both a standalone and consolidated basis, report it quarterly to the RBI's Department of Supervision alongside detailed calculations, and complete specific new disclosure templates.
Feedback may be submitted via the RBI's Connect2Regulate platform by June 2, 2026.
