The Central Bank of the Russian Federation (CBR) has opened public consultations on several draft regulatory acts across banking, securities, and anti-money laundering compliance areas. The consultations are part of the CBR's 2026 regulatory agenda and invite stakeholder feedback through designated email addresses and deadlines.
Key draft directives under consultation include amendments to methodologies for assessing bank asset sufficiency for debt settlement; procedures for electronic document exchange between tax authorities and banks; amendments to credit reserve requirements for multi-apartment residential construction financing; and revisions to client identification requirements for anti-money laundering and counter-terrorism financing purposes. Additionally, the CBR is consulting on a new regulation regarding disclosure of information by issuers of securities.
The draft directives address critical areas affecting credit institutions and other regulated entities. The amendments to identification requirements aim to strengthen compliance with anti-money laundering and counter-terrorism financing legislation. The securities disclosure regulation establishes standards for information transparency in capital markets. The tax authority coordination directive streamlines electronic communication processes between financial institutions and tax bodies.
Stakeholders must submit comments by specified deadlines ranging from May 6 to May 17, 2026, through designated CBR email addresses. A template for submitting remarks and recommendations is available on the CBR website. All draft acts are subject to regulatory impact assessments and corruption risk evaluations. Further details and full draft texts are available on the CBR's official website and the Federal Portal for Draft Regulatory Acts (regulation.gov.ru).
