Arizona regulator initiates rulemaking process to adopt electronic keno regulations

On May 4, 2026, the Arizona Lottery Commission initiated the formal rulemaking process to adopt rules for the establishment and operation of electronic keno and invited the public and interested stakeholders to review the proposed rules and provide feedback. The proposed electronic keno rules can be found here . Under the proposed regulations, an authorized keno location is a physical facility located at least five miles from an Indian gaming facility that is licensed by the director of the Lottery Commission in the same manner as licenses issued pursuant to A.R.S. § 5-562 but only to a fraternal organization or veterans' organization or to a racetrack enclosure or additional wagering facility where pari-mutuel wagering on horse races is conducted. Authorized keno retailers must be licensed by the Lottery to sell electronic keno game plays and operate electronic keno at an authorized location. All written and oral public comments must be received no later than June 15, 2026, at 5:00 p.m . A public hearing will be held on June 15, 2026, at 9:00 a.m. A virtual link to the hearing will be published on the Commission's website .
