1897 charsRussia's Central Bank Publishes Draft Regulatory Acts for Public Consultation
The Central Bank of the Russian Federation (Bank of Russia) has published multiple draft regulatory acts for public consultation on its official website. The consultations cover a range of financial sector matters and are open to stakeholder feedback through designated email addresses.
The draft acts under consultation include: amendments to procedures for electronic document exchange between tax authorities and banks regarding account suspension decisions; modifications to existing Central Bank directives on anti-money laundering and counter-terrorism financing (AML/CTF) requirements; revisions to credit reserve formation procedures for residential and commercial real estate lending; disclosure requirements for securities issuers; and updates to internal control rules and qualification standards for compliance officers at financial institutions.
The consultations address key regulatory areas including client identification and beneficial ownership verification for AML/CTF purposes, internal control frameworks for money services organisations, and information disclosure standards for capital markets participants. One draft act seeks to repeal a Central Bank directive from 30 July 2014 (No. 3352-U).
Comments on the draft regulatory acts are being accepted through May 2026, with individual deadlines ranging from 4 May to 15 May 2026. Stakeholders must submit feedback to designated email addresses corresponding to each draft act. The Bank of Russia has also published explanatory notes and a template for submitting comments as part of its regulatory impact assessment process. All draft acts are available on the Bank of Russia website, with additional materials accessible through the Federal Portal for Draft Regulatory Legal Acts (regulation.gov.ru).
