On April 23, 2026, Italy's Autonomous Administration of State Monopolies (Amministrazione Autonoma dei Monopoli di Stato, ADM), through its Gaming Directorate (Direzione Giochi), issued a directorial determination establishing general criteria for simplified procedures in defining game interfaces and operational details for instant extraction lotteries, including remote participation offerings. The determination implements Article 11, Paragraph 2 of Ministerial Decree 14 November 2025 n. 197 (General Regulation of Instant Extraction Lotteries), which authorises the ADM to establish simplified modalities for interface definition through directorial provisions. The measure applies to Lotterie Nazionali s.r.l., the current concessionaire for instant national lotteries under an agreement extended to September 30, 2028. Key provisions include: game interfaces must be linked to specific lotteries and cannot represent multiple lotteries unless they share identical prize structures with different ticket prices; interfaces must ensure minimum five-second gameplay duration and display lottery denomination, ADM and "Gratta e Vinci" logos, game rules, ticket price, and maximum win amounts; the concessionaire identifies interfaces under its responsibility, subject to ADM approval within five days of notification; interfaces must comply with regulatory requirements regarding advertising prohibitions, responsible gaming messaging, and cannot reproduce games subject to other public gaming concessions; and the ADM retains authority to close non-compliant interfaces. The concessionaire must provide 30 days' notice before closing any interface and must publish closure notifications on its informational website and gaming platform.
