1690 charsChina Securities Regulatory Commission Launches Consultation on Futures Company Supervision Rules
On April 17, 2026, the China Securities Regulatory Commission (CSRC) launched a public consultation on revised supervision and management rules for futures companies in China.
The CSRC is seeking feedback on two draft documents: the Futures Company Supervision and Management Measures (draft for comment) and an accompanying announcement detailing implementation matters related to these measures (draft for comment). The revision implements guidance from the 20th National Congress of the Communist Party of China, related central financial work conferences, and the State Council's directive on strengthening regulatory oversight, preventing financial risks, and promoting high-quality development of China's futures market (State Council Office Notice [2024] No. 47). The revised measures build on earlier public consultation feedback and provide detailed implementation of provisions in the Futures and Derivatives Law.
The consultation documents address the regulatory framework governing futures companies' operations, governance, risk management, and compliance obligations within China's futures market. The revised rules aim to enhance market stability and investor protection while supporting sustainable market development.
Stakeholders, including futures companies, market participants, and interested parties, are invited to submit comments through two channels: electronic mail to qihuobu@csrc.gov.cn or postal correspondence to the CSRC Futures Supervision Division, 19 Jinrong Street, Xicheng District, Beijing, postal code 100033. The comment period closes on May 17, 2026.
