Anti-Money Laundering Authority Consults on Group-Wide Requirements and Business-Wide Risk Assessment

On 16 April 2026, the Anti-Money Laundering Authority (AMLA) launched two public consultations on draft instruments establishing how obliged entities should identify, assess, and manage money laundering and terrorist financing risks across their operations. The first consultation concerns draft Guidelines on business-wide risk assessment under Anti-Money Laundering Regulation (AMLR) Article 10(4). These Guidelines set minimum expectations for all obliged entities in the financial and non-financial sectors, while allowing proportionality based on entity size, business model, and risk profile. A business-wide risk assessment enables entities to determine their risk exposure and ensure adequate anti-money laundering and counter-terrorism financing (AML/CTF) controls are in place. The Guidelines support entities in making informed, risk-based decisions on managing their specific risk exposure. The second consultation concerns draft Regulatory Technical Standards (RTS) on group-wide requirements under AMLR Articles 16(4) and 17(3). These standards establish minimum requirements for group-wide AML/CTF frameworks, including in cross-border situations and when obliged entities operate in third countries. The RTS aim to ensure groups obtain a consolidated view of money laundering and terrorist financing risks across their entire organisations and adapt their policies, procedures, and control functions accordingly. AMLA welcomes responses from all stakeholders and particularly encourages feedback from the non-financial sector. Submissions may be made in any official European Union language. Two online public hearings will provide stakeholders with direct engagement opportunities: the Draft RTS on group-wide requirements hearing on 20 May 2026 (10:00–12:00 CET) and the Draft Guidelines on business-wide risk assessment hearing on 28 May 2026 (10:00–12:00 CET).
