1943 charsEuropean Central Bank Amends Securities Holdings Statistics Reporting Requirements
On 20 March 2026, the European Central Bank (ECB) published Guideline (EU) 2026/780, amending Guideline ECB/2013/7 concerning statistics on holdings of securities. The amendment introduces enhanced reporting requirements for national central banks (NCBs) across the Eurosystem to collect and report securities data at a more granular level.
The guideline requires NCBs to report security-by-security data on holdings of debt securities, listed shares, and investment fund shares or units at individual investor level for monetary financial institutions (MFIs), investment funds (IFs), financial vehicle corporations engaged in securitisation transactions (FVCs), and insurance corporations (ICs). For securities held in custody by custodians, NCBs shall report at individual investor level where possible, or at aggregated level where individual-level reporting is not feasible. The ECB determined that granular investor-level data is necessary to better monitor financial stability risks, assess monetary policy transmission mechanisms, and evaluate interconnectedness of financial institutions. The guideline improves reporting frequency and timeliness: MFIs and IFs must report monthly data by the 28th working day following the end of the month, while FVCs, ICs, and custodians report quarterly data by the 48th calendar day following the end of the quarter (or 63rd calendar day for non-quarter-ending months). The amendment also introduces a new "individual investor level" definition and removes certain reporting requirements for confidentiality attributes and holdings of securities issued by the holder.
The Eurosystem central banks must comply with this guideline from 1 April 2027. NCBs shall first report statistical information in accordance with the guideline for monthly data covering April 2027 and quarterly data for June 2027 (Q2).
