2089 charsUnited Kingdom's Prudential Regulation Authority Finalises Amendments to Minimum Requirement for Own Funds and Eligible Liabilities Reporting Templates
On 26 March 2026, the Prudential Regulation Authority (PRA) published Policy Statement 9/26, finalising amendments to Minimum Requirement for Own Funds and Eligible Liabilities (MREL) reporting templates following consultation on proposed changes.
The PRA received two responses to its consultation paper 15/25, with both respondents welcoming the proposals as reducing regulatory burden on firms. The final policy implements targeted changes to MREL reporting for relevant firms, including amendments to data elements in the MREL resources template (MRL001) and MREL debt template (MRL003), and full deletion of the MREL resources forecast template (MRL002). These changes align with the PRA's Future Banking Data programme and are expected to deliver a net reduction in reporting burden whilst maintaining effective resolution capabilities.
The policy applies to UK banks, building societies, PRA-designated investment firms and their qualifying parent undertakings that have been set an external or internal MREL above minimum capital requirements, or whose preferred resolution strategy involves stabilisation powers including bail-in or transfer strategies.
The PRA addressed consultation feedback by providing technical clarifications, additional guidance and illustrative examples. Key clarifications include confirmation that quarterly reporting of MRL001 and MRL003 will continue to support effective resolution monitoring, and mapping tables to assist firms in identifying data reuse between MREL reporting and disclosure templates despite some terminology differences reflecting international standards.
The revised MRL001 and MRL003 templates become effective from 1 January 2027, with firms submitting 2026 Q4 data based on the revised policy in February 2027. Transfer-preferred resolution strategy firms no longer need to submit MRL001 with immediate effect and can cease MRL002 reporting immediately, whilst bail-in preferred strategy firms continue existing templates until 1 January 2027. The PRA will shortly publish a reporting taxonomy reflecting the final policy.

1240 charsUK's Prudential Regulation Authority Publishes Policy Statement on MREL Reporting Templates
On March 26, 2026, the Prudential Regulation Authority (PRA) published a policy statement (PS9/26), finalising changes to the Minimum Requirement for Own Funds and Eligible Liabilities (MREL) reporting for relevant firms.
This policy statement follows consultation paper 15/25 and confirms the following:
The revised MRL001 and MRL003 templates will be effective from January 1, 2027. In line with the frequency of MREL reporting, firms will submit 2026 Q4 data based on the revised policy in February 2027.
Until then, bail-in preferred resolution strategy firms should continue to use the existing MRL001 and MRL003 templates. These firms should also continue to report only the ‘Current Reporting’ column across all data elements in MRL002, other columns in MRL002 can be left blank until the template is deleted in its entirety from January 1, 2027.
Transfer-preferred resolution strategy firms no longer need to submit the MRL001 and MRL002 template with immediate effect. However, such firms should continue to use the existing MRL003 template until the revised version comes into effect.
This policy statement is relevant to UK banks, building societies, PRA-designated investment firms and their qualifying parent undertakings
