2097 charsLuxembourg's Financial Regulator Delays Anti-Money Laundering Data Collection Campaign
On March 6, 2026, the Commission de Surveillance du Secteur Financier (CSSF), Luxembourg's financial regulator, announced a delay to its annual anti-money laundering and counter-terrorism financing (AML/CFT) standardised data collection campaign, originally scheduled to launch on March 2, 2026.
The delay results from ongoing developments at the Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA) regarding the AML/CFT questionnaire template and interpretative guidance. AMLA received a substantial volume of comments from industry participants who participated in consultation on the draft questionnaire and guidance. The authority is currently reviewing these comments and incorporating feedback into an updated version of the reporting documents. AMLA has not yet specified the duration of this review and implementation process.
The CSSF has released a significantly updated, though non-final, version of the questionnaire for preparatory purposes only. Entities may begin preparing their data collection based on this draft version. However, the eDesk submission portal will remain closed until the final questionnaire becomes available. AMLA is maintaining the April 15, 2026 submission deadline for sampled entities, subject to change. The submission deadline for non-sampled entities will be adjusted and communicated at a later stage.
AMLA will host a dedicated webinar on Friday, March 13, 2026, from 10:00 to 12:00 to present the reporting framework and provide clarifications. The live event capacity is limited to 1,000 participants on a first-come, first-served basis, with recordings to be uploaded to AMLA's website thereafter. The CSSF will communicate further updates as additional information becomes available.
The circular applies to credit institutions, investment firms, investment fund managers, payment institutions, electronic money institutions, virtual asset service providers, crypto asset service providers, and central securities depositories incorporated under Luxembourg law, as well as Luxembourg branches of these entities.
