TITLE: India's Reserve Bank Issues Updates to United Nations Sanctions List for Terrorist-Linked Entities

On August 19, 2026, the Reserve Bank of India (RBI) issued a notification to regulated financial entities regarding amendments to the United Nations Security Council (UNSC) sanctions list targeting individuals and entities with suspected terrorist links. The notification, issued under reference RBI/2026-27/236, implements Section 51A of the Unlawful Activities (Prevention) Act (UAPA), 1967, and communicates 21 amendments to the UNSC's consolidated ISIL (Da'esh) and Al-Qaida Sanctions List.
The RBI directed the notification to chairpersons and chief executives of commercial banks, small finance banks, payment banks, urban and rural cooperative banks, regional rural banks, local area banks, non-banking financial companies, asset reconstruction companies, and all-India financial institutions. The amendments follow UNSC press release SC/16435 dated August 18, 2026, which enacted modifications to the sanctions list pursuant to Security Council resolutions 1267 (1999), 1989 (2011), and 2253 (2015). These individuals and entities remain subject to assets freeze, travel ban, and arms embargo measures outlined in Security Council resolution 2734 (2024).
Regulated entities must ensure compliance with Chapter IX of the RBI's Know Your Customer Directions, 2025 (amended December 29, 2025), which requires that no accounts be maintained in the names of listed individuals or entities. The RBI advised entities to follow procedures established in the UAPA Order dated February 2, 2021 (amended April 22, 2024). Updated sanctions lists are available on the UN Security Council website. Additionally, the RBI instructed that any delisting requests received by banks must be forwarded electronically to the Joint Secretary (Counter-Terrorism and Counter-Radicalization) at the Ministry of Home Affairs for consideration. Individuals seeking delisting may submit requests through the UN-appointed Ombudsperson.
