TITLE: Office of the Comptroller of the Currency Issues Consent Order Against Community Federal Savings Bank for Bank Secrecy Act Violations

On April 24, 2026, the Office of the Comptroller of the Currency (OCC) issued a consent order against Community Federal Savings Bank, Woodhaven, New York, resolving deficiencies in the institution's Bank Secrecy Act and Anti-Money Laundering (BSA/AML) compliance program.
The OCC identified systemic violations across multiple BSA/AML components. The Bank's suspicious activity monitoring processes were deficient, with automated alert filtering criteria and thresholds inadequately tuned to its payment processing line risks and international exposures. The system auto-closed a high percentage of ingested alerts that should have escalated for further review. Customer due diligence processes were ineffective, leaving the Bank unable to understand certain customers' businesses and transaction purposes, particularly regarding foreign financial institutions and cross-border activity. Independent testing for BSA/AML compliance was weak, with the internal auditor failing to identify program weaknesses and inadequately scoping high-risk audit areas. The Bank also maintained weak BSA staffing levels. These deficiencies resulted in violations of 12 Code of Federal Regulations (C.F.R.) § 21.21 (BSA/AML program violation), 12 C.F.R. § 163.180(d) (suspicious activity reporting violation), and 31 C.F.R. § 1010.520(b)(3) (information sharing requirement violation under section 314(a) of the USA PATRIOT Act).
Under the consent order, the Bank must submit a comprehensive action plan within 90 days addressing all deficiencies. Required remedial measures include conducting a third-party BSA Program Assessment, establishing robust BSA/AML internal controls and risk assessment procedures, implementing an enhanced suspicious activity review program, conducting a suspicious activity look-back review, strengthening independent testing, and ensuring adequate BSA officer staffing. The Bank must establish a Compliance Committee within 15 days to oversee implementation. The OCC retains authority to pursue additional enforcement actions, including civil money penalties, if the Bank fails to correct violations or breaches the order.
