New online products, promotions and payment options are making gambling more accessible across multiple channels, which the VGCCC identified as increasing the risk of gambling harm and complicating regulatory oversight. The strategy emphasises that the VGCCC will combine intelligence, research and partnerships to identify issues early, understand their potential impacts and take proportionate regulatory action. The regulator will concentrate its efforts where they have the greatest impact, targeting engagement, education, harm minimisation measures and regulatory action to address risks facing vulnerable community members. Neilan said Strategy 2029 builds on the foundation established since the VGCCC's inception, enabling the regulator to be proactive and adapt its approach to strengthen harm minimisation and improve effectiveness. The VGCCC commits to using every available tool to ensure gambling in Victoria operates safely, fairly and with integrity.
