On August 13, 2026, the Gemeinsame Glücksspielbehörde der Länder (GGL), Germany's joint gambling authority, expanded its information resources regarding prediction markets and social betting by launching a new frequently asked questions (FAQ) section on its website.
The GGL clarified that social betting—wagering on the outcomes of social, political, economic, or other events—is not licensable under German gambling law. Participation in such betting from Germany is therefore prohibited and may result in criminal liability. The GGL emphasised that operators organising or facilitating such wagers may also face criminal penalties. However, the regulatory assessment of any specific offering depends on whether it is accessible to persons in Germany and whether it enables their participation. If an operator effectively blocks access from Germany and restricts its offering to the German market, the offering does not automatically constitute unlicensed gambling in Germany.
The new FAQ section addresses frequently received inquiries from consumers, media representatives, and other interested parties. It answers key questions including: what constitutes social betting; which wagers are permitted in Germany; why social betting is not licensable; what risks exist for participants; and what enforcement actions the GGL takes against unlicensed social betting offerings.
The GGL noted that media outlets may generally report on prediction markets and forecasts journalistically; however, reporting should inform readers that social betting is not licensable in Germany and participation from Germany is prohibited. The authority stated that public education and prevention are essential components of its statutory mandate.
